Overview

The city of Aberdeen is issuing this Request for Proposals (RFP) to obtain proposals for utilization of funds paid by the settling opioid distributors in Washington State.

The city of Aberdeen will select applicants in cooperation and collaboration with the city of Aberdeen Opioid Abatement Council (OAC). Each proposal will be reviewed for alignment with the city of Aberdeen priorities and One Washington Memorandum of Understanding (MOU) Between Washington Municipalities.

All applications will be considered and evaluated with consideration of the city of Aberdeen Opioid Fund Priorities (priorities are not in any specific order):

1. Treatment:

 Treat Opioid Use Disorder (OUD): Improve immediate access to inpatient treatment and Detox (preference is medically assisted program) with a

prioritization of populations who are unhoused and may be in a re-entry program.

 Support People in Treatment and Recovery: Improve coordination between systems to improve access to community resources and housing.

2. Other areas:

 First Responders:

 Current and future law enforcement expenditures relating to the opioid epidemic.

 Educate law enforcement or other first responders regarding appropriate practices and precautions when dealing with fentanyl or other drugs.

 Leadership, planning and coordination: Invest in infrastructure or staffing at government or not-for-profit agencies to support collaborative, cross-system coordination with the purpose of preventing overprescribing, opioid misuse, or

opioid overdoses, treating those with OUD and any co-occurring SUD/MH conditions, co-usage, and/or co-addiction, supporting them in the treatment or recovery, connecting them to care, or implementing other strategies to abate the opioid epidemic described in this opioid abatement strategy list.

3. Prevention:

 Prevent over-prescribing and ensure appropriate prescribing and dispensing of opioids.

  Prevent misuse of opioids.

  Prevent overdose deaths and other harms.

Funding Background

This allocation utilizes funds paid by the Settling Opioid Distributors in Washington State in connection with settlement resolution. The National Opioid Settlement agreements were signed into law on July 21, 2021 and outline the harm caused by entities within the pharmaceutical supply chain who manufacture, distribute, and dispense prescription opioids as well as hold them accountable for the damage they have caused to communities across the country. The city of Aberdeen is a "participating local government" that has signed onto the One Washington Memorandum of Understanding Between Washington Municipalities (MOU). This has brought financial resources to the city of Aberdeen to be used to address harms caused by the opioid crisis.

Award Information

The estimated total available Annual Opioid Funds for this RFP are $250,000 for services starting on or after June 16, 2025, contingent upon receipt of funding from the Washington State Settlement Agreements.

Contracts will be structured on the state fiscal year (July - June) and will be contingent upon continued funding from the Washington State Settlement Agreement. Funding allocations will be evaluated each fiscal year for under/overspending and outcomes. Contracts will be adjusted as needed.

Application submissions funded by the city of Aberdeen County Opioid Funds will be made available to the public.

Who Should Submit Proposals?

Providers who meet minimum qualifications below and are interested in addressing the impact of opioids in the city of Aberdeen are encouraged to apply.

The following are the minimum qualifications for applicants:

• Licensed to do business in the State of Washington

• Ability to serve Medicaid, Non-Medicaid, and Privately Insured clients, if applicable.

• Experience engaging with the target population(s) indicated in the proposal.

• Licensed to practice all services indicated in the proposal.

• All individuals served should be city of Aberdeen Residents.

Program Evaluation

All funded organizations must participate in a regular evaluation process. This process will include, but is not limited to:

• Submitting Quarterly Progress Reports

• If applicable, regularly submitting Behavioral Health Supplemental Data

• Additional data and reporting as indicated by the Opioid Abatement Council

Request for Proposal Narrative Response Items

Please submit responses to all RFP Narrative Response Items below by Monday, April 21, 5:00pm PST, late proposals will not be accepted. Responses should be clear and concise. The total proposal should not exceed ten pages not including the cover page (Exhibit A) and provided budget form (Exhibit B). Responses should articulate your agency's specific capabilities to engage and serve the target population. All completed proposals should be typed and submitted via email. Faxed, mailed, or in-person drop-off applications will not be accepted.

Project Description

• Executive Summary of the proposal.

• Provide a detailed description of the implementation plan. Include necessary internal and cross-agency development.

• Provide a detailed description of how this project aligns with the city of Aberdeen Fund Priorities.

• Provide a detailed description of what Opioid Remediation Use(s) your project aligns with. (See Additional Resources for reference)

• Provide a detailed description of how you will track outcomes and impact to city of Aberdeen Residents

• Provide an anticipated start date of services

• Share what outcomes you will track to demonstrate efficacy and a description of how you will track those out

Timeline

• Describe the timeline and at least three major milestones for implementing this project

               Budget Narrative

• Provide a short description of the budget items included in the budget worksheet, including justification and rationale for cost estimates
