About the Position
The Finance Director plans, organizes, and directs the City’s financial functions including treasury management, budget management, general accounting, and financial reporting and analysis. The position performs accounting, analytical, and project studies; also functions as City Clerk, attends City Council meetings, serves as a resource to Committees, City Boards, Commissions, and department heads; and is responsible for the City’s financial visions, long-range plans, risk management functions, and financial records. The position also serves as a representative of the City on the LEOFF I pension boards. The director is responsible for completion of the preliminary and final City budget and the Annual Financial Report for the City.
About the Department
The Finance Department provides financial and administrative services to other City departments, the mayor, city council and the public. The department is responsible for cash collections and depository activities, investment of all City funds, handling of connection and disconnection requests for the utility services provided by the City, responding to customer inquiries and concerns, and distributing and maintaining business and occupational licenses and taxes. In addition, the department maintains the general ledger as well as accounts receivable, accounts payable, and payroll functions. Department personnel maintain perpetual inventory records for all City owned fixed assets.

- Budgeting in an environment of flattened revenues, increasing expenditures and maintenance concerns.
- Expansion of credit card collection to non-utility transactions.
- Assist technology committee with computer network consolidation, upgrade of infrastructure, security enhancements and upgrade of phone system.
- Automation of public records requests for greater control of deadlines and efficiency in process.
- Labor negotiations with four unions whose contracts all expire at the end of 2016.
- Management of reserves for LEOFF I police and fire retiree long-term care and health insurance cost.

Aberdeen is a full-service city providing public safety, water treatment and distribution, sewage collection and treatment, highway and street maintenance, planning and zoning, permits and inspections, municipal court, library, parks and recreation services, and general administration. The City operates under the mayor-council form of government. Mayor Erik Larson is the City’s Chief Executive Officer. The City currently has 167 FTE’s with an annual budget of almost $57 million.
The Ideal Candidate
Aberdeen is seeking an experienced director or senior manager with a Bachelor’s Degree, at least six years of experience in public sector financial management, a CPA is preferred. The position requires a collaborative, knowledgeable, problem-solving professional with a thorough knowledge and understanding of the principles and practices of management, accounting, financial management, and budget preparation. The ideal candidate will be motivated by a strong sense of public service, have a thorough understanding of local government, and be committed to outstanding customer service and continuous improvement. He or she will also recognize the value of being a visible, accessible and actively engaged member of the community.

Compensation and Benefits
